He has not paid the filing fee of three hundred fifty dollars ($350.00), nor has 16 he submitted an application to proceed in forma pauperis. 17 IT IS THEREFORE ORDERED that Plaintiff shall file an application to proceed 18 in forma pauperis, accompanied by a signed financial certificate and a statement of his inmate 19 account. The Clerk of the Court shall send Plaintiff a blank application form for incarcerated 20 litigants. In the alternative, Plaintiff shall make the necessary arrangements to pay the filing fee 21 of three hundred fifty dollars ($350.00), accompanied by a copy of this Order. Plaintiff shall 22 have thirty (30) days from the date on which this Order is entered to comply. Failure to comply 23 will result in the dismissal of this action. 24 25 26 27 28 ROBERT J.
