IT IS FURTHER ORDERED that 2 Plaintiff's Amended Complaint is DISMISSED with leave to amend his Four teenth Amendment claim. Amended complaint due 30 days from the date that this order is entered. IT IS FURTHER ORDERED that 3 Plaintiff's Motion to Appoint Counsel is DENIED. Clerk shall send plaintiff a blank complaint form with instructions along with one copy of the original complaint.
