ORDER Denying without prejudice Petitioner's 1 Motion/Application for Leave to Proceed in forma pauperis. Petitioner shall have 30 days to either pay the $5.00 filing fee or submit a properly completed pauper application. The Clerk of Court shall file the Petition. The 2 Motion to Appoint Counsel is Provisionally Granted. The Federal Public Defender shall be provisionally appointed as counsel and has 30 days to undertake direct representation of Petitioner or indicate an ina bility to do so. The Clerk shall add Attorney General Catherine Cortez Masto as counsel for Respondents. Counsel shall send a copy of all state court record and related exhibits to the Reno Clerk's Office.
