The proposed protective order is 15 unclear whether the party, who asserts that particular information should be treated as confidential 16 under the protective order, has the burden of proof to establish that the information or document is 17 entitled to such protection. The parties are directed to submit a revised protective order with that 18 clarification. Accordingly, 19 20 21 IT IS HEREBY ORDERED that the Confidentiality Agreement and Stipulation for Entry of a Qualified Protective Order (ECF No. 27) is denied, without prejudice.
