To date, Plaintiff has not filed a response. Defendants move the 13 Court to stay discovery in this matter until the decision on the pending motion to dismiss (ECF No. 14 15) is announced. 15 Under Local Rule 7-2(d), the “failure of an opposing party to file points and authorities in 16 response to any motion, except a motion under Fed. R. Civ.
