ORDER. IT IS HEREBY ORDERED that the 506 Magistrate Judge's Report and Recommendation is adopted and accepted, and Plaintiff's 442 Motion for Preliminary Injunction is GRANTED as follows: An injunction shall issue requiring that Plain tiff receive a hearing before the Psychological Review Panel within forty-five (45) days with all of the procedural protections outlined in the court's 416 and 454 order under Wolff v.
