ORDER granting petitioner's 12 request to exceed page limits; granting 14 motion for appointment of counsel. FPD is provisionally appointed to represent petitioner and shall have 30 days to undertake direct representation or indicate its inability to do so (due by 1/10/2014). If the FPD does undertake direct representation of petitioner, he shall then have 60 days to file an amended petition. The Clerk shall add Catherine Cortez Masto as counsel for respondents. The C lerk shall e-serve the NV AG and FPD a copy of the 13 amended petition and a copy of this order (effected 12/11/2013). Respondents' counsel shall enter a notice of appearance within 20 days but no further response is required until further or der of the Court. Any exhibits shall be filed with separate index.
