ORDER that Plaintiff's IFP for prisoners (ECF No. 1 ) is DENIED as moot; Clerk SHALL SEND Plaintiff the approved IFP form by a non-prisoner and instructions (mailed to P on 10/11/2018); Fully complete IFP application or $400 filing fee due by 11/9/2018; if Plaintiff does not timely comply with this order, the Court will dismiss this action with prejudice; upon the resolution of the matter of the filing fee this Court shall issue a subsequent order on the matter of service.
