ORDER - Respondents' Motion to Dismiss (ECF No. 28 ) is granted. Hermansen's First Amended Petition (ECF No. 20 ) is dismissed with prejudice as time-barred. A certificate of appealability is denied. The Clerk of Court is instructed to enter final judgment accordingly, in favor of Respondents and against Hermansen, dismissing this action with prejudice and close this case.
