ORDER denying 7 Motion for Temporary Restraining Order and Preliminary Injunction. Plaintiff has failed to satisfy the Negron-Torres test for personal jurisdiction. Accordingly, the Court declines to exercise personal jurisdic tion over defendant. The motion for preliminary injunction is denied.
