MEMORANDUM & ORDER: For the reasons discussed in the attached opinion, William Lopez's Petition for Writ of Habeas Corpus is GRANTED. Respondent is ORDERED to release Lopez within sixty days unless New York State has, by that point, taken conc rete and substantial steps expeditiously to retry him.
