MEMORANDUM AND ORDER (ADOPTING REPORT AND RECOMMENDATION): The Court hereby adopts the well-reasoned 156 Report & Recommendation of February 10, 2009 as the opinion of the Court. Plaintiff has submitted numerous filings that are beyond the scope of this action and to which the defendants are not obligated to respond.
