MEMORANDUM AND OPINION, Accordingly, Plffs' 3 Request to proceed informa pauperis pursuant to 28 U.S.C. § 1915 is granted. Pltffs' 1 complaint, filed ifp, is dismissed as it fails to state a claim upon which relief may be granted, an d Pltffs' 4 application for a Temporary Restraining Order is denied. The Court certifies pursuant to 28 U.S.C. § 1915(a)(3) that any appeal from this order would not be taken in good faith and therefore ifp status is denied for purpose of an appeal.
