MEMORANDUM & ORDER denying 16 Defendant's Motion for Judgment on the Pleadings and granting 20 Plaintiff's Cross-Motion for Judgment on the Pleadings. For the reasons set forth in the attached Memorandum & Order, the Commissioner' s motion for judgment on the pleadings is denied, and Cassell's cross-motion is granted to the extent that the final order of the Commissioner is vacated, the ALJ's decision is reversed, and the matter is remanded for further proceedings consistent with this Memorandum and Order.The Clerk of Court is directed to enter judgment accordingly and to close this case for administrative purposes.
