ORDER granting 6 Motion to Dismiss. Petitioner's petition for a writ of habeas corpus is dismissed in its entirety with prejudice as time-barred. The Clerk of the Court is directed to enter judgment in favor of the respondent, to close this ca se and to serve notice of entry of this Order on all parties. A certificate of appealability is denied, as petitioner has not made a substantial showing of a denial of a constitutional right.
