IT IS HEREBY ORDERED that Plaintiff's in Forma Pauperis Application is GRANTED. IT IS RECOMMENDED, that the entire Complaint be DISMISSED for failure to state a claim upon which relief can be granted. IT IS FURTHER ORDERED, that in light of the above recommendation of dimissal, Plaintiff's request to have this c ase filed under seal is rendered moot. IT IS FURTHER ORDERED that the Clerk serve a copy of this Report Recemmendation and Order on Plaintiff by certified mail. The parties have fourteen (14) days within which to file written objections to the foregoing report. Objections shall be filed with the Clerk of the Court.
