ORDER: The Relator's # 24 Amended Complaint in this action and the # 40 Amended Complaint in member case 7:99-cv-2082 are dismissed with prejudice to Relator, with prejudice to the United States with respect to those claims that were released by the United States in the settlement agreement, and without prejudice to the United States with respect to the remaining claims. It is Ordered that Relator's Complaints, the # 89 Notice of Intervention, and this Order be unsealed. It is further Ordered that all other papers or Orders on file in the matter are to remain SEALED.
