Petitioner has filed this pro se habeas corpus petition pursuant to 28 U.S.C. § 2241. Upon
referral, United States Magistrate Judge Andrew T. Baxter issued a Report and Recommendation
(Dkt. No. 17) recommending that the petition be denied and dismissed. Petitioner objects (Dkt.
No. 20). Upon de novo review, the Court adopts and accepts Magistrate Judge Baxter’s Report
and Recommendation in its entirety.
It is therefore
ORDERED that the Report and Recommendation (Dkt. No. 17) is accepted; and it is
further
ORDERED that the petition is denied and dismissed; and it is further
ORDERED that the Clerk of the Court is directed to serve copies of this MemorandumDecision and Order in accordance with the Local Rules of the Northern District of New York.
