MEMORANDUM & ORDER granting 28 Motion for Summary Judgment. For the foregoing reasons, Plaintiff's motion for summary judgment [dkt. no. 28] is GRANTED. Defendant is permanently enjoined from future violations of the federal securities laws and is ordered to pay a civil penalty in the amount of $200,000 pursuant to Section 20(d) of the Securities Act and 21(d) of the Exchange Act.
