MEMORANDUM OPINION AND ORDER:#97583 Accordingly, I hereby adopt the thorough and thoughtful R&R in full and dismiss Jackson's habeas petition. Furthermore, because I agree with Judge Katz that Jackson has not made a substantial showing of a deni al of a constitutional right, as required by 28 U.S.C. 2253(c)(2), I decline to issue a certificate of appealability.
