OPINION AND ORDER: The majority, if not all, of the common issues in this action can be resolved efficiently and effectively by joinder. Given plaintiffs' inability to meet the numerosity requirement and the overwhelming predominance of individu alized inquiries in this case, class certification is not warranted.
