DECISION AND ORDER DENYING PETITIONER'S MOTION TO VACATE, SET ASIDE, OR CORRECT SENTENCE: As to Richard Regis. For the reasons set forth in this Decision and Order, Regis's 2255 motion is denied in its entirety. As Petitioner has made no su bstantial showing of the denial of a constitutional right, there is no question of substance for appellate review. Therefore, no certificate of appealability shall issue. This constitutes the decision and order of the Court.The Clerk of Court is directed to close the case and send the parties appeal instructions.
