OPINION AND ORDER:#98355 After carefully examining the ALJ's decision and the administrative record, I conclude that the Commissioner's determination must be reversed and remanded for further proceedings not inconsistent with this Opinion a nd Order. Richardson's motion is hereby granted and the Commissioner's cross-motion is denied. The Clerk of the Court is directed to close these motions (Documents # 7 & 8).
