MEMORANDUM AND OPINION: The foregoing constitutes the Courts Findings of Fact and Conclusions of Law pursuant to Rules 52(a) and 65 of the Federal Rules of Civil Procedure. For the reasons explained above, the defendants are entitled to a Judgment dismissing the plaintiff's complaint.
