MEMORANDUM & ORDER, denying 27 Motion for Partial Summary Judgment; granting 31 Motion for Summary Judgment. For the foregoing reasons, Defendants' motion for summary judgment dismissing the federal claims is granted. Plaintiff's motion for summary judgment is denied. Because this Court lacks jurisdiction over Plaintiff's state law claims against OCA and Judges Ceresia and Plumadore in their official capacities, these claims are dismissed w/out prejudice. This Court declines t o exercise supplemental jurisdiction over Plaintiff's state law claims against Judge' Ceresia and Plumadore in their individual capacities, which are also dismissed w/out prejudice.
