ORDER ADOPTING REPORT AND RECOMMENDATION. For the reasons in this Order Adopting Report and Recommendation, the Court adopts the Report in its entirety and, for the reasons set forth therein, denies Grant's Amended Petition. The Clerk of the Cou rt is respectfully directed to close this case. A certificate of appealability will not issue because Grant has not made a substantial showing of the denial of a constitutional right. See 28 U.S.C. § 2253. Furthermore, the Court certifies pursua nt to 28 U.S.C. § 1915(a)(3) that any appeal from this Order would not be taken in good faith.
