OPINION AND ORDER: For the reasons stated above, IT IS HEREBY ORDERED THAT Defendants' motions to dismiss for insufficient service and for judgment on the pleadings on Plaintiffs' federal law claims are granted. IT IS FURTHER ORDERE D THAT Defendants' motion for summary judgment is denied as moot.
