MEMORANDUM OPINION: The primary issue here is whether CBL waived sovereign immunity on its loan agreements and is amenable to this Court's jurisdiction. The Court holds that CBL explicitly waived sovereign immunity for reasons that follow in th is memorandum opinion; and as further set forth herein.
