ORDER ADOPTING REPORT AND RECOMMENDATIONS for 12 Motion for Judgment on the Pleadings filed by Commissioner of Social Security, 15 Report and Recommendations. Accordingly, the Court adopts the Report and Recommendation in its entirety. For the reasons set forth in the Report and Recommendation, the Court denies Defendant's motion for judgment on the pleadings, reverses the judgment of the Administrative Law Judge, and remands this matter to allow the Commissioner to more fully develop the record and properly weigh the opinion of Plaintiff's treating physician.
