MEMORANDUM AND ORDER: granting 10 Motion for Summary Judgment; denying 14 Motion for Judgment on the Pleadings. For the reasons stated above, the Plaintiff's motion for judgment on the pleadings (Dkt. 10) is GRANTED, the Defendant's cross-motion is DENIED (Dkt. 14), and this matter is remanded to the Commissioner for further proceedings consistent with this opinion.
