OPINION & ORDER re: 11 MOTION to Amend/Correct. filed by Luis Figueroa. For the forgoing reasons, Figueroa's motion pursuant to 28 U.S.C. § 2255 is DENIED and his motion to amend his petition is DENIED. The Court also declines to issue a certificate of appealability because there has been no "substantial showing of the denial of a constitutional right." 28 U.S.C. § 2253(c)(2).
