For the reasons explained above, the Magistrate Judge's Report and Recommendation is adopted in its entirety, the plaintiff's m otion for judgment on the pleadings is granted, and the Commissioner's motion is denied. The case is remanded to the Commissioner for proceedings consistent with this Order. The Clerk is directed to enter Judgment accordingly.
