TEXT ORDER. Petitioner has sent the Court the attached letter indicating he no longer wishes to proceed with this action. Because Respondent has answered the Petition, Plaintiff cannot voluntarily dismiss his Petition without consent of Respondent or by order of the Court. Fed. R. Civ. P. 41(a). If Respondent consents to Plaintiff's request to withdraw his Petition, Respondent's counsel shall prepare a stipulation of dismissal for signature by all parties and, upon execution, file it with the Court.
