JUDGMENT: IT IS ORDERED AND ADJUDGED that the Court GRANTS the Motions to Dismiss [D.E. 42, 51, 55, 63], GRANTS the remaining motions [D.E. 69, 76] to the extent that they relate to federal claims, and DISMISSES plaintiffs' federal claims pursu ant to Federal Rule of Civil Procedure 12(b)(1), or alternatively, Rule 12(b)(6). The Court declines to exercise supplemental jurisdiction over any state-law claims against any non-federal defendant, and DISMISSES plaintiffs' state-law claims a gainst any non-federal defendant WITHOUT PREJUDICE.
