JUDGMENT: IT IS ORDERED AND ADJUDGED that the Court GRANTS the Motions to Dismiss [D.E. 15, 20] to the extent that they relate to federal claims, and DISMISSES Plaintiffs' federal claims pursuant to Federal Rule of Civil Procedure 12(b)(1), or alternatively, Rule 12(b)(6). The court declines to exercise supplemental jurisdiction over any state-law claims and DISMISSES Plaintiffs' state-law claims WITHOUT PREJUDICE. The court DENIES Plaintiffs' Motions [D.E. 18, 32].
