The Court certifies pursuant to 28:1915(a)(3),that an appeal from this decision could not be taken in good faith. If Plaintiff wishes to proceed with this action, he must pay the full filing fee of $400.00 within thirty days, and must file a Motion to Re-Open the case. The Motion will not be accepted if it is not accompanied by the full filing fee.
