ORDER denying 12 Plaintiff's Motion for Reconsideration of the Magistrate Judge's Order of 3/25/09; however, the court will grant plaintiff's 7/27/09 motion 19 asking the Clerk provide him a time-stamped copy of the complaint. Plai ntiff may amend his complaint to reduce the length and scope of his claims. The Court GRANTS plaintiff an extension of time, until 9/30/09, to provide all the documents necessary to enable the U.S. Marshal Service to effect service of process on each named defendant.
