Ill. Disposition
For the reasons stated above, Plaintiffs objections (ECF No. 16) to the
Report and Recommendation (ECF No.4) are OVERRULED. The Report and
Recommendation is ADOPTED AND AFFIRMED. The motion to dismiss (ECF
No. 21) is granted as to all claims against Governor Kasich. The claims against
Governor Kasich in his official capacity are dismissed without prejudice for lack of
subject matter jurisdiction, and the claims against him in his individual capacity
are dismissed with prejudice.
