OPINION AND ORDER adopting in part 5 the Magistrate Judge's 06/28/17 Report and Recommendation and overruling 8 Plaintiff's Objection to the Report and Recommendation. Plaintiff's Complaint is DISMISSED with prejudice. Plaintiff& #039;s Motions to Expedite 2 , 11 ; Motion to Transfer Related Case 9 ; and Motion to Amend 12 are denied as moot. If Mr. Clemons files any further cases based on his worker's compensation claim, no party shall be required to file a respons e unless and until a Magistrate Judge determines that there is a good faith basis for the claims being made on the face of the Complaint.
