ORDER ADOPTING REPORT AND RECOMMENDATION - Accordingly, the court substantially adopts the findings and conclusions of the Report and Recommendation. For the reasons stated here and in the court's March 7, 2014, order Doc. 21 , Count I is dismi ssed with prejudice, Count II, is dismissed without prejudice as barred by Heck and Edwards, and judgment is entered for defendants as to Counts III and IV. ADOPTS 33 Report and Recommendation, and GRANTS 29 Motion to Dismiss filed by defendants Ms Hagerman, R Ferguson, Mrs Bradford and construed as motion for summary judgment.
