Admiralty" which i s liberally construed as a civil complaint although it makes no sense and fails to comply with the
minimal pleading requirements of the federal rules of civil procedure. Pursuant to 28 U.S.C.
§
1914,
a
party
seeking
to
institute a civil action shall pay a filing fee of $350.00. An a c t i o n m a y p r o c e e d w i t h o u t t h e p r e p a y m e n t o f a f i l i n g f e e only upon a proper application to proceed in forma pauperis. 28 U.S.C. 1 - ORDER

forma p a u p e r i s m a y b e r e q u i r e d t o p a y a i n i t i a l p a r t i a l f i l i n g fee and s h a l l be required t o make monthly payments towards satisfaction of the filing fee when sufficient

plaintiff shall submit the requisite fee or an application to proceed i n forma pauperis within 30 days of the date of t h i s order. Failure to either pay the fee or file a proper
application to proceed in forma pauperis will result in the dismissal of this proceeding for failure to prosecute. The c l e r k of the court i s requested to send p l a i n t i f f the appropriate form. Plaintiff is advised that the complaint before the court i s subj ect to dismissal without service of process on the defendants on the grounds that i t i s frivolous and f a i l s to state a claim.
