given de novo review of Magistrate Judge Coffin's rulings. I find no error. Accordingly, I ADOPT Magistrate Judge
Coffinfs Findings and Recommendation filed November 17, 2009, in
its entirety.
Plaintiff's complaint fails to state a claim and
