DISMISSED insofar as it alleges liability against defendants Edward
Tartar and Upper Gwynedd Township; and
(3)

Count Two of plaintiff’s First Amended Complaint is

DISMISSED insofar as it alleges liability against defendants Edward
Tartar and Upper Gwynedd Township.
