and for reasons in the accompanying Memorandum, it is ORDERED Defendant's Motion (ECF
Doc. No. 3) is GRANTED in part and DENIED in part:
1.
We grant the Motion as to the breach of contract and deprivation of due process
claims but give Plaintiff leave to file an amended complaint, if possible, on or before August 4,
2017;
2.
We deny the Motion as to the Title VI claim; and,
3.
Absent Plaintiff's filing of an amended complaint under Paragraph 1, Defendant
shall file an answer on or before August 8, 2017.
