(Doc. 3) of Chief Magistrate Judge Susan E. Schwab, after consideration of Petitioner’s
objections, and after independent review of the record, it is ORDERED that:

Petitioner Richard Alvin Vaughn’s “Petition Under 28 U.S.C.
§ 2254 for Writ of Habeas Corpus By a Person in State
Custody” (Doc. 1) is DISMISSED for lack of standing.
(2)
The Clerk of Court is directed to notify Petitioner accordingly.
(3)
The Clerk of Court is further directed to close this case.
