REPORT AND RECOMMENDATION; IT IS RECOMMENDED that the three above captioned cases be consolidated, that Civil 3:10-CV-1777 and 1778 be closed, and that the matter proceed under Civil 3:10-CV-1776. Additionally, based on the foregoing, it is respectfu lly recommended that plf be directed to file one Amended Complaint against all 3 defts adhering to the standards set forth above. Further, it is recommended that, if plf fails, within the applicable time period, to file his Amended Complaint adhering to the standards set forth above, his action be dismissed. Finally, it is recommended that plf's consolidated case be remanded to the undersigned for further proceedings. NOTICE; Exceptions to be filed within l4 days.
