MEMORANDUM (Order to follow as separate docket entry) For the reasons discussed above, Plaintiff's Complaint is dismissed as frivolous pursuant to 28 U.S.c. Section 1915(e)(20(b)(I). Plaintiff's Motion to Proceed IFP (Doc.3) is deemed a mot ion to proceed without fully payment of fees and costs and is granted for this filing only. Other pending motions (Doc.2,7) are deemed moot.
