ORDER - The Report & Recommendation, (Doc. 10), is ADOPTED for the reasons stated therein. Pltf's Motion to proceed ifp, (Doc. 3), is GRANTED. Pltf's Complaint, (Doc. 1), is DISMISSED WITH PREJUDICE with respect the claims asserted agasint Judge Zulick. The remainder of Pltf's Complaint, (Doc. 1), is DISMISSED WITHOUT PREJUDICE. Pltf MAY FILE an Amended Complaint w/in 30 days of the date of this Order. Any such amendment shall comply with the instructions provided on page 14 of the R&R. Pltf's remaining pending motions, (Docs. 8,9) are DISMISSED AS MOOT. The case is REMANDED to MJ Mehalchick for further proceedings consistent with the Order.Signed by Honorable Robert D.
