The Court having reviewed the Report and Recommendation provided to it by Magistrate

Judge Susan Paradise Baxter, together with Plaintiff’s objection thereto, hereby adopts the R&R.

Plaintiff has moved for a temporary restraining order and preliminary injunction
15
prohibiting interference with his mails. The Magistrate Judge correctly concluded that Plaintiff
16
failed to satisfy the requirements that must be met before the extraordinary relief plaintiff requests
17
can be granted, more specifically, that Plaintiff failed to establish a likelihood of success on the
18
19
merits or that absent a temporary restraining order and preliminary injunction he would suffer
20
irreparable injury.
