MEMORANDUM and ORDER denying 25 Motion for Summary Judgment and 34 Motion for Summary Judgment and granting in part and denying in part 23 Motion for Summary Judgment and 30 Motion for Summary Judgment; Motions are are DENIED to the extent th at they request an award of benefits but GRANTED to the extent that they seek a vacatur of the decision of the Commissioner of Social Security, and a remand for further administrative proceedings; In accordance with the fourth sentence of 42 U.S.C. § 405(g), the administrative decision of the Commissioner of Social Security is hereby VACATED, and the case is remanded to him for further proceedings consistent with this opinion.
